What kind of cost or time considerations do you have?  #1 Define the research issues; #2 Determine jurisdiction; #3 Generate search terms; #4 Secondary sources; #5 Primary sources; #6 Analyze & organize; #7 Update; #8 Stop - repeat results.  Tips: Consider whether there is a research guide to help you identify relevant sources.
